Critics say employment services bill will result in a more bureaucratic labour market

The draft
employment services bill intends to give the government an essential role in facilitating employment, but critics say centralising hiring in the Department of Labour will damage the job market.

Ian Ollis, the DA’s deputy spokesman on labour, said this week that aspects of the bill had potentially devastating consequences.

Mdladlana defends labour law amendments

The section of the Labour Relations Act governing labour broking has been removed from the draft amendment Bill, amid talk that the changes were so poorly written that they were kicked out by Cabinet.

However, the labour minister has strongly denied this, without providing the actual reasons for the repeal.

The amendments were expected to either ban labour broking altogether, or increase regulation of the practice.

Important new labour legislation affecting labour-broking and other issues was so shoddily written the Cabinet refused to accept it and the proposed new laws have to be redrafted.

The year-end deadline for signing a Labour Relations Act (LRA) Bill into law may not be met.

Amendments are being made to the LRA, specifically regarding labour broking and its possible ban or regulation.

Employment statistics show how ANC is chasing its own tail on labour policy

The Quarterly Employment Statistics (QES) for December 2009 released today by StatsSA show that 351 000 jobs were lost between December 2008 and 2009. This is a severe indictment of ANC economic policy geared towards creating “decent jobs” – as combined losses in manufacturing and construction sums up to 152 000 – or 43.3% of jobs lost. (see table below)

Labour minister’s renewed call for ban on labour broking is disturbing

Labour minister, Membathisi Mdladlana, has again yesterday called for a ban on labour broking. In a television interview on SABC 3, the minister indicated that he will not be drawn off his course of implementing a total ban on the labour broking industry. He further indicated that the Department of Labour would be tabling draft legislation shortly to give effect to this ban before the end of 2010.
